Party of 3, but they had a passcode to know who they were, so they werent using party chat or skype. One bragged his kill count was up to 5. They obviously just joined to kill everyone else. Is this allowed since they weren't using skype and instead used an ingame password? Or is this also something to report?

Random TKing is a form of gamethrowing. It really depends, there are random tkers all the time, the one I'm going to warn are the ones who do it for fun, not to play the game the way it's meant to be played. So yes, if their actions were gamethrowing, it is an offense.
